The Hidden Cost of Fragmented Funder Reporting
The conversation about funder accountability tends to focus on what organizations are being asked to report. Rarely does it focus on how much it costs them to report it: in time, in staff capacity, and ultimately in the quality of care they can deliver. That cost is real, it's substantial, and it almost never shows up in anyone's grant budget.
The Problem Nobody Puts a Number On
Organizations serving multiple funders don't just produce multiple reports. They produce multiple parallel reporting systems, each with its own indicators, definitions, timelines, templates, and submission processes. The overlap between those systems is high. The compatibility between them is low.
Imagine Canada's research on nonprofit administrative burden found that organizations spend an average of 15 to 20 percent of their total staff time on administrative and reporting tasks, with funder reporting representing a significant share of that load. In practice, the burden falls hardest on the organizations that are the most multi-funded. Which is to say: the organizations doing the most work.
What It Actually Costs
Framing this as a time problem understates it. The real costs compound across several dimensions.
Staff capacity diverted from service delivery. When a program coordinator spends eight hours building a custom report for a funder, those are eight hours not spent on the work the funder is ostensibly paying for. In sectors already experiencing workforce strain, this isn't an abstraction. It's a real tradeoff between client contact and compliance.
Data quality that degrades under pressure. When staff are asked to manually reformat and re-enter the same data into multiple systems under deadline, errors accumulate. The outcome data funders receive from fragmented reporting environments is often less reliable than the data organizations actually hold internally, not because the organizations are careless, but because the reporting infrastructure incentivizes speed over precision.
Strategic attention pulled toward compliance rather than learning. One of the genuine benefits of outcome measurement is that it generates information organizations can use to improve their programs. That benefit depends on data being organized, accessible, and easy to reflect on. In fragmented reporting environments, outcome data tends to be spread across spreadsheets, portal submissions, and bespoke templates. It gets compiled for external audiences, then filed. The learning opportunity disappears into the reporting exercise.
Organizational relationships strained by unrealistic expectations. When program staff experience outcome reporting primarily as an administrative imposition disconnected from their day-to-day work, it creates a credibility gap between what organizations commit to measuring and what they can practically sustain. That gap erodes trust in both directions.
Taken together, the cost of reporting fragmentation isn't just the hours on the clock. It's the organizational capacity those hours represent, and the outcomes those hours could have generated if they'd been pointed somewhere else.
What Funders Can Do: The Case for Shared Measurement
The structural response to this problem is shared measurement: alignment among funders on a common set of indicators, definitions, and reporting standards that organizations can use across multiple funding relationships without rebuilding their data from scratch each time.
This isn't a new concept, but its adoption has been slow. The Tamarack Institute, alongside a coalition of sector organizations, has issued explicit calls for funders to move toward reciprocal data relationships, where funders accept data in the formats organizations already maintain rather than requiring organizations to conform to funder-specific templates. The case for funders to act isn't just about being kind to their grantees. It's a data quality argument. Fragmented reporting produces fragmented data. Funders who want to understand whether their investments are producing results across a portfolio of organizations are working with data that was generated under conditions optimized for compliance, not insight. Shared measurement frameworks produce data that is more comparable, more reliable, and more useful for the kind of aggregate analysis that informs funding strategy.
At the same time, individual funders can't wait for sector-wide alignment to address the problem within their own portfolios. A funder working with twenty organizations can adopt a consistent indicator set, publish it clearly in advance of the reporting period, accept data submissions in common formats rather than proprietary portals, and build in conversation (rather than just templates) as part of the accountability relationship. These aren't large structural changes. They're design choices.
What Organizations Can Do Right Now
Shared measurement frameworks are the right structural solution, and the sector needs more funders to commit to them. But organizations shouldn't wait for funders to act before protecting themselves from reporting fragmentation.
The practical defense is integrated data infrastructure.
When an organization's service data lives in a single, well-structured system (rather than distributed across siloed program databases, spreadsheets, and manual intake records) it becomes possible to generate multiple funder reports from the same underlying dataset without rebuilding the data each time. The reports look different. The data they draw from doesn't have to be.

This doesn't require a massive system overhaul. It requires intentional design of the workflows staff are already doing, with an eye to what data those workflows naturally generate and how that data can be structured for reuse.
The Argument Funders Need to Hear
There is a conversation the sector has been having mostly among service providers, and it needs to reach the funding side of the table.
Every dollar an organization spends reformatting data it already has is a dollar not spent delivering the service that data is supposed to evaluate. Every hour a program coordinator spends rebuilding a report from scratch is an hour she isn't with clients. The administrative burden of fragmented funder reporting is, in effect, a tax on service delivery, and it's one that no one has explicitly agreed to pay.
The organizations absorbing that cost aren't complaining loudly because their funding relationships depend on managing it quietly. That silence doesn't mean the cost isn't there. It means funders aren't seeing it.
Shared measurement isn't an idealistic ask. It's an efficiency argument, a data quality argument, and a capacity argument all at once. Funders who want organizations to deliver better outcomes have a direct stake in reducing the administrative conditions that drain the capacity to do so.
The sector has the frameworks. It has the standards. What it needs is funders willing to align around them, and organizations willing to build the infrastructure that makes that alignment possible.
Start With Your Own Data

Which indicators are you collecting for one funder but not others? Where are you collecting the same underlying information and reformatting it three times? Which parts of your reporting workflow involve manual data entry that could be automated with the right system?
