THE 2026 CHANGE
A new framework and a new way of counting
Effective for 2026 data, the FCSS Accountability Framework replaces the previous reporting approach. Local FCSS programs now organize information across six annual-report sections, classify each activity using provincial categories, and collect more detailed information throughout the year.
PARTICIPATIONS
Participations are counted by engagement
FCSS counts participations, not unique participants. If one person attends a 10-session program, that contributes ten participations.
Tracking attendance as it happens gives you the count without rebuilding it later.
VOLUNTEERS
Volunteers are counted as unique people
The same volunteer may support several programs or events, but must be counted once across all activities.
Total volunteer hours must also be reported.
REFERRALS
Referrals are counted by interaction
Referral reporting follows a different rule again. A family-wide referral may count as one interaction, while separate referrals for individual family members may count separately.
When these rules live in separate spreadsheets, year-end reporting becomes a manual exercise in reconciling totals and checking definitions.

SURVEYS
Surveys are required, and the scale changed
At least one program has to survey participants each year. The framework requires a five-point agreement scale drawn from the provincial question catalogue. If your instruments use the previous six-point scale, they have to be rebuilt rather than converted, because the two scales do not map onto each other.
Three of your reported measures come out of these responses: the percentage reporting positive change, the percentage expressing satisfaction, and the percentage reporting the service was easy to access.
Survey setup is included in the package
Your instruments are built from the provincial question catalogue with the five-point scale applied, in post-only or pre-and-post versions depending on how the program runs. Responses record against the program, and the three percentages are calculated from those responses rather than tallied by hand.
Where a plain five-point scale does not suit your participants, the framework allows faces, thumbs or simplified wording, and those render from the same question.
